1.- Why is there a limitation to the language of a resource?
I would not limit them, simply get an official list
http://en.wikipedia.org/wiki/List_of_ISO_639-1_codes and show them all.
If a language is not translated to the user language it should appear in the
Native language (from my point of view).

 

2.- The list of languages is sorted in the English order. That is German
appears after French, but if you are a Spanish user ‘German=Alemán´ should
appear before the ‘French=Francés’. Simply sort the list of transkated
languages not the list of languages.
