[Users] Edit button in Upload resource

In the dialog that let's you upload a resource we can read.

 

Trained Topics and Competencies

press edit, type the name, then choose it with enter

 

I would expect to find an edit button or something similar that I cannot
find. I am not able to include the Trained topics field nor the Educational
levels.
