I think the reason is that translations for these many languages in  
the many other languages has not yet been done.
Putting chinese and arabic there may put some burdens on browsers also.

I tend to agree with you though and have opened:

not sure when we'll do it. I think it's safe to be smallish for now.

Where would you put arabic? After because of unicode?
