You probably landed on the site long ago when german was not active.
I have added a highlight about it where changing language to any other  
is offered.

I am fully aware of that and I have partial workarounds not yet  
activated.

- ext-all.js is a static file, just as many css, js, and pictures,  
they will be served by the Apache httpd himself... it should avoid  
several loading which is the important bit. Note that ext-all is heavy  
because of the parsing time (it's a big and rich library) and not the  
bandwidth. So important for optimization is to tell well to browsers  
"get away the page hasn't changed, don't reparse it"

- JSTrans is a bit more complicated but it'll come to our radar soon.

- 2.5 MB of HTML, CSS, and JS isn't so big to my taste, especially  
since only the main page content is changing at each page
