[Users] Two quick questions about the platform...

Hi,

while playing around with the platform the following two questions  
arose:

1) Is it necessary to define a "Bildungsstufe" (educational level)  
*before* one can add it to a resource, or can it be defined on-the-fly?

2) The yellow tool tip box for a resource does not seem to show the  
educational level, even if it is defined for a resource...

Known bugs?
