[Users] Missing Translations

Hi,

the "edit" page for a resource seems to lack German translations  
completely.
The Instructional Component Type is translated, though, but it is not  
when you enter it.


Paul (or whoever) -- to ease reporting of missing translations a  
button "report i18n problem" on each page that copies the necessary  
info to an email would be wonderful... so I could just use the  
platform and click whenever something is wrong.
